Stinson says he'll be in Miami and we'll go see if you can go change your water pump impellers out this time. I'll be there from the 13th to the 18th (who knows, maybe longer).

They have very specific laws governing raffle's. Now if you were to find an indian reservation or possibly headquarter's the operation in the British Virgin Island's then you might be on to something. Whatever you do budget some funds to pay all the legal criminal's (lawyer's) that will pursue you and the pot of money this raffle will produce. Maybe you can find a tax free non-profit organization already set-up to handle the deal for a percentage.
