Unfortunately $ 5,000 bail is typical on theft charges. Unless the value can be proven to be enough for "grand theft".
Having had 2 cars stolen I know about the "violated" feeling.

article did say grand theft....
The Placer County Sheriff's Department arrested Eric Richard Fields, 21, on charges of grand theft and possession of stolen property
