One would think. But not the $MC....no, throw logic to the wind, target those evil boaters.
It's far easier, and cheaper, to target recreational boaters than to attack the shipping companies. I doubt you'll ever hear them include the barges and tankers as mantee killers.

Being 2 years new to Florida (what a great place! ), I can't understand all this Manatee garbage either. They say by having a 25 MPH speed limit on the River is going to help keep the Manatees safe. Does it make sense that my boat is drawing another 1+ feet of water while struggling to stay on plane which means I burn more fuel and waste precious fuel? If I'm sitting 1+ feet deeper in the water while running on plane, then, aren't the Manatee MORE at risk (then if I was running normal)?

Like a friend of mine said to a friendly officer while being pulled over in a Manatee Zone..."How do you know the @#$%%^&*%&*^** Manatee are swimming here now?!!"

Believe it or not, we have a stray manatee in the harbor in MEMPHIS, TN !
They are down there right now with a couple of boats and a tank truck trying to gather him (her) up and bring it back to Florida . Talk about off course...

Good luck, and good luck if it decides to return next year with, it's family for a summer vacation! The $MC will be up there filing lawsuits for Manatee Zones!
