That's what I always thought from my years living in Ohio.
Even after buying a used boat, If I remember correctly, I had to turn over the actual title to the lender, and was issued a memorandum.
This is why I thought it strange to be issued a title at the time of purchase - never payed attention to the lender lien on it.
Now that I've moved south of the OH river, I'll be paying off a vehicle in the next few months (purchased and reside in Kentucky) - do they send me a new title with no lien from the lender?? Do I have to apply for a new title??

I'm sorry, but I have to send a reply...
I have a nickname for Mr. Bill...it's
High-On-Ass !!!!!
No, he is not in jail. He is currently selling real estate in Coral Gables, FL.
His name has been mentioned in here many times.
To the person who started this thread, call your bank and ask for their Legal Department. More than likely, you have 2 boat loans and more than likely, you will end up being boat-less.
Unfortunately, I feel it will take years for all of this to be worked out. Whether or not Bill ends up in jail remains to be seen.
