What makes a efi engine get vapor locked after running and then shut down for while when you start up 0 fuel psi

Default efi
Just went through issue on 500efi at FPC Key West run.
Fuel pump heat soaks and armature expands. Replaced with new pump, all is well.

what he said, and make sure the vents to the tanks are clear, and also check the pick ups for debri.

Also don't forget (the often forgotten) inline fuel filter on the back of the intake plenum (before the fuel rail).

I had this problem quite often. Now I leave the blower on when sitting and have not had any issues lately.
