Anybody know the story behind this? I can't figure what they were thinking.

Naval groups will do maneuvering drills to hone their evasive maneuvers against attack subs, and for general formation tring. This video though appeared to be a situation where something went wrong probably in engineering with steering commands form the bridge. Almost looked like a car that blew a tire on the highway.
