Question Proper Use of a Life Vest?

I need your help. I've been studying this photo and I can't decide if this is the correct use for this piece of equipment. The image raises many questions in my mind and I am hoping a poll of the board will help me get my mind around this. Thanks.

haha! Talk about putting a bullseye on yourself! Nothing like wearing bright orange and dodging bullets. Must of been during hurricane katrina and he was just expecting high waters at any time during the looting.

I don't know, the head looks off, like a photoshop deal. Otherwise it may be to tell each other apart. I mean it would be like us fighting each other, we all look the same so we would just shoot our own side. Hows that for being PC
