Most states caught onto the Coast Gaurd Documented as well. As stated above if tax is required you will have to pay at time of registration. The documented vessel exemption work used to work because you didnt have to register, now in most state registration is required documented or not.

You pay sales tax on the amount of your bill of sale based on the rate in whatever state you register it in.
