Default What the heck is this?

I just ran across these pics I took a few years back when I lived in Belmar, NJ. We were on the big boat waiting for the bridge and I snapped these pics of this thing. It's a semi-submersible boatish thing. If you look at the waterline windows, they're at eye level if you're down below. It appeared to be made out of steel. It had a place in Canada as it's home port, so it's been around. No other way into the Shark River other than the Atlantic Ocean, so that's where it came from.
It kind of reminded me of the Oscar Meyer Weinermobile, except for the water. Had a matching bike strapped to the deck for running errands, I guess. Wonder what the power is? I picture Gilligan down below on a bamboo exercise bike. "Pedal faster little buddy!!!"

Anyone else ever see this thing or anything like it?

Since the average depth of Barnegat Bay is around 4' I'd be surprised if that thing got very far.
