I hope the insurance co, stops coving them after this video. they were both going slow TOO! That is correct.
If you are in a meeting situation, no matter the angle, the stand on vessel is the vessel to your starboard side. In open water vessels of the same type no matter what size shall obey the meeting and passing Rules of the Road set by the USCG.
There is a pecking order but I am not going to get into that...it is abbreviated ONRFSPS. Each letter stands for a different type of vessel.
