Phil did some modifications for a customer on a new 38 Topgun to give the rooster tail effect. There were some tubes in the drives from what I could see.

Vent tubes to air the props. I just cannot see libship rigging a homemade tube to shoot water. He would just sell the guy a new boat with #6's or staggards.

Some people have a certain budget. The guy who ordered the pink 38 Mr Cigarette wanted everybody to think he had a 39 staggered Gun. Phil, being a custom shop, rigged it to rooster tail amongst a few other things to give the effect of a 39.
