Water Channel?

Has anyone seen this? I found it on the net but can't figure out how to get it in my area. It's quite possibly the coolest thing I seen but I've yet to see it.

It use to be on Dish Network but is no longer on it.
On their website they no longer have the programs
on their schedule so I think it might have gone away.
