Not sure on vinyl, but I do know that Coppertone Sport Sunblock works well. I found this sometime ago on an Internet search. Isopropyl alcohol can also work, but tends to be harsher. Just make sure you pay attention and test it out, meaning spray a little, wipe off. It can make one spot seem cleaner than the rest.

Acetone on a Q Tip. Use it as sparingly as possible since the acetone will take the finish off the vinyl.
