This is a Hydrohoist Side-Tie B model hoist. They can be purchased and installed in varying widths.
Looks like the previous owner used anti-fouling paint on the tanks. These tanks are made of fiberglass - fill a pesticide sprayer with water/soap and spray the top of the tank (especially around the tank bands) to check for leaks.
