Default Boat Registration info help.

I bought a used boat in Arkansas and brought it to texas. I went down to the texas parks and wildlife to get it registered and the people say I need a copy of the old registration in order to get it registered in texas. I tried getting a hold of the guy I bought it from via email or cell phone and have had no luck. The guy moved to california for work pruposes. The boat still has the old arkansas sticker and numbers on the boat. Is there another avenue to get the information I need. He did sign a bill of sale and also sign the trailer title over to me.

Any help would be appreciated!

If you can't get the card, maybe a copy of the reg. sticker on the boat would do.
