Torque seems low to me also.
My N/A 540 made 685hp/682tq with AFR 305 cnc's, a 1050 dominator carb, a victor intake, a 1" supersucker carb spacer, 9.4 lbs of compression, and a RMBuilder cam. This was with all accessories running, and through wet exhaust on 92 octane fuel. Bob told me I could have picked up another 20-25 hp with a set of AFR 315's, but I didnt have the coin at the time.
I would contact Bob Maderia aka RMBuilder for setting up that motor combination. I am willing to bet your cam is not ideal for your motor among other things.
His number is: 585-654-8583

Thanks for the responses. Single 850 (two motors, one carb each). Used the 850s because I had them on the shelf - I think moving up to 1050s would make sense.
I should elaborate that my goal was usable power over the full range (including idle - it's a ways from the dock to the open water) with long-term engine reliability. I'm more of a fast cruise than an all-out race kind of boater.

they also make a 1000cfm carb on a 4150 base , you could try without having to change the intake. But on the 540 that i got 30 hp out of with the 1050 we used a adapter for a 4500 to a 4150 intake i am sure a large intake would have made more.i am doing a 496 now and we plain to use a 1050 i did 2 of these 3 years ago and made 640 apiece so we are doing one more killer is the 496 made more power with the 1050 also.
