Default Engine serial numbers

I would like to get some opinions on a situation. Would it not be illegal when an engine went into refresh and the block was not usable a new block purchased and built should it have a new serial number, as the original block still exists. The serial number is the ID for that engine as a social is for a person!

Illegal??????? Not really. Its not a crime.

Unless there is something wrong with the engine, then does it really matter???????

The engine block is part of the engine package. I would say if most of the other parts are there, then its still the same engine package with a new block.

As far as I know....all blocks have a different number. Did you get an engine refreshed and it had no numbers on the block?
