So, what does that shifter on the driver side do? The one near the floor. It does not look like it is for throttle or gear select...

looks like a ballast tank fill to me also.

Yes it is a ballast tank fill. Fountain uses a single lever. I used there idea for that on a 46 Skater that we had redone.
