I would have to guess that it is from a exhibition ski school or something like that, with the ramp right there, the guys on the dock don't seem to be taking too much interest.. probably just practicing for what they do in a show...

It's the ski show/school in Minoqua Wisconsin. They did that for years. At one point he did trash the motors and they never replaced them. the show is mostly high school kids but I never heard if this driver was that young or not.
