and it appears the left hand doesn't know what the right hand....
In yesterdays News Journal ( Volusia) they are doing the opposite. They are evaluating if the manatee situation really merits "endangered spiecies" rating.
Question: Have you ever heard of a bubble system that would stop manatees from entering a lagoon/marina??
