Because laterally the 2x4's holding the 4x4's will fail and fold when they pull the nails/screws out that are holding them together....

I've stored more boats on blocks than I care to remember because I work at a marina. Althought the compressive strength of a 4x4 may sound more than adequate, the load is neither static or straight compression. We have this thing called "wind" up here and the bigger the boat, the bigger the sail area. You'd be surprised how much of a dynamic load wind can place on a boat. And the one in the picture was just begging to get knocked over - with a slight breeze.
