I am with Downtown. A 33 ft express cruiser way to much for an Excursion to pull, I have doubts that an Excursion could move a 40 footer.
But then again maybe someone borrowed Reggie's tape measure.
Making it worse being an SUV rather than a truck the owner probably did not heavy load range E tires on the Excursion.

Just some math based on quick search:
Ford Excursion GVWR 8900lbs (diesel is 9200)
Curb weight of Ex: ~7720 lbs
Passengers guess: ~800 lbs
Cargo/gas ~ 300lbs
General vehicle load on towing day 7720+800+300 = 8820 (I think he's going to go over LOL!!)
33' Sea Ray Dancer ~ 15400
cargo/gas ~ 600
Trailer ~ 1500
General towing load 15400+1500+600 = 17500
10% of above numbers should approximate the tongue weight on Ford Ex = 1750 lbs
Bottom Line
8820+1750 = 10570
10570 - 8900 (gvwr) = 1670 over GVWR = screwed by ins co & he's a dumbass
I think this calculation is correct, right?

A Sundancer holds 200 gal
Gas is 8lbs a gal at cooler temps
If he topped off before leaving, you can add another 1000 lbs to the gas weight plus gear
