He can run faster, with less trim. more boat in the water and therfor more stable than the guy all trimmed out just trying to keep up!
In my opinion the power has very little to do with this if the challenge is in the waters we are discussing here. It doesn't matter if you have a turbine cat in true 8' water because he's not going to be able to run them to their full potential; likewise, the same is true for an Apache with 3,000 hp. The seas will be the limiting factor unless this "challenge" happens on flat water.

I remember when I was in the Pacific ocean with a group of guys I was runing with a similar sized boat that had twice as much power as I did; however, he couldn't really use it to pull away because the seas wouldn't allow our smaller 30' boats to run any faster.

Exactly,
I remember running Tim Edwards ( Rip we miss ya ) from Riverview Marina
We ran from Hammond Marina to Navy Pier in 5-6 NOAA report not 8' not 25'
I had my 38 Scarab 468' N/A 550 hp each 72 - 74 MPH and he had a new triple i think 42 with 525Sc's.
We ran hard all the way only lifting in the air. I wish we had tape of the awesome day he would fall behind only in the air and catch up back in the water I swear that Fountain would completely dry off from hang time we arrived together in the rough but he spanked me in the flat.
The fun times we had.
And the beaten we took from our wife's when we stopped LOL
Could not hit us while holding on

Appx 66 mile round trip. That way they could hit the waves from two different directions.
