Default RPM Range & prop size

What RPM range should I be running twin 454's? I have 23p props, but I think they are to low of a pitch. I am running well over 5k on the tach. I am only getting about 60mph out of my baja 302. Should I be getting more speed than that? If so what should I change my props to?

Thanks for any info!

If I remember correctly for every One pitch size you go up your gonna loose 200 RPM on the motor.
Don't hold me to it but I think this correct.
