If you want just manufacturer/model year, you can go here and input the HIN.
Looks like it's an '86 Ghost.
If you want more detailed info about accident history, etc., then Boatfax will give it to you for $20. I'm not aware of a way of getting this for free besides just word of mouth if someone here is familiar with that particular boat. In that case, though, a location/boat name/pics would be helpful in identifying it.
