Is this true? Have the feds really tried to shut down Biscayne Bay?

I am from NY so excuse my ignorance on the subject, but how can the govt close down a bay? If it is part of a water way system, wouldn't it become maritime? And therefore be controlled more under the coast guard?

I read about a convoy of truckers driving to DC in protest of the shut down, with the single statement of "if you want to shut down up there, we're gonna shut down-down here. Get back to work".
Google it. The news is all over it. Truckers strike to get govt back to work.
In line with this, phuck the bay shutdown. Make a stand. This coming weekend, make it a point to flood biscayne bay, stiltsville, beercan island and the surrounding areas all while flying a banner stating your intent.....oh....and make sure you let fox know what's up so they can nationalize your stance.
If it were here (gulf coast, Cape Coral/Sanibel/Captiva) I would do it in a second. This spend for misery(ours) shutdown is a pile-o-shiiiiiiit
