Default Fresh Built XR sounds like wire brush on drive stand

Fresh Built XR sounds like wire brush when you turn it by hand , Normal or not ? Built by a very renowned drive builder but has been siting for a few months since build . Hasn't been mounted or oiled so when I went to hang it today it was stuck and required some persuasion to turn it (upper Only) . However now that I've pored some oil in it you can turn it by hand but still has a lot of tension on it and it sounds like a wire brush rubbing on metal . It's smooth and doesn't have any knocks it's just tight and makes the noise .
What do the XR professionals Know ?

I am far from an XR professional, but I have one on my boat and it sounds like that too, I was told its the way the gears are cut??

I'm thinking it's just the sound of the clutches but I didn't want to mount it until I knew for sure .....

I am not a Professional.......drive guy. My new SCX's and Mr. Gadgets Bravos sounded like this when new. I think it is the preload. Both have served me flawlessly.
