On a step boat the center of pressure that most of the boat's weight rides on has been shifted forward of a where a straight bottom or pad bottom boat will ride. The problem is that the engines are still in the back. If the center of gravity is behind the center of pressure, the boat will tend to want to spin and go backwards. The boats are sensitive to trim because you can push the back of the boat up out of the water and shift the center of pressure further forward.
A staggered boat should help alleviate this, because the center of gravity is probably moved forward. However the rotational inertia of the boat from side to side has also been reduced. Meaning it will take less force to roll the boat. The motors spinning at high RPM means the flywheels will also have lots of rotational inertia. The staggered motor configuration will offer less roll resistance also due to the flywheels being closer to the boats centerline. A staggered boat thus should resist pitching forward and aft better than a side by side, but tend to roll more.
