So far I've used this, http://www.harborfreight.com/12-volt...pump-9576.html, once on both of my engines and it worked well. I know what the description says but I tried it anyways and when it fails it should be pretty simple to open up and change seals.

It is a tall semi clear cylinder that has the quarts marked off - vacuum pump.
I use it for oil changes as well as getting small amounts of H2O out of the bilge that the pumps don't get.
I've used it for three years so far. $84.00
