is this something I can think of, when a drive 'disapear' like that?

when looking at picture of the gas tank, looks like sand or something like that...

why just a broken drive would lead into a project?

Looks like foam with mildew between the tanks

I think that is foam not sand it does look like sand.

Yep that's foam all boats or most with alum tanks held in place by foam. If the foam is separated from the tanks that could be bad. Would let water seep under them if the floor wasn't sealed well.

Why does each tank have two pickups and 3 fuel delivery lines out?

You can switch the valves to allow the engines to draw off either tank, normal setup is one engine drawing off one tank.
