could be wiper park/run relay,gem or multi function switch.have also seen problems with connector to multi function switch(wires back out of connector because connector is broken)try tilting steering wheel up and down to get it to act up.if it does take the steering column shroud off and inspect wires

I already pulled the shroud and unplugged/checked/replugged the connection

So I ordered a new MFS, put it in and nothing. Pulled the wiper motor, cleaned everything, put it back in and nothing. Splice a wire to the white wire and touched it to the battery and got low speed wipers but the wire started getting warm. also swapped all the relays around to no avail.
