To put it in perspective, I can say Bimini struggles to handle large amounts of tourists and it is 50 miles from FL and has two sizable resorts, existing restaurants and even its own airport in addition to a daily high speed ferry.

Never been to Cuba, but it is on the bucket list of places to boat to if it becomes legal, or fly to. If it was open for US travel, say as easy as Vegas, it would be a 30 minute flight out of Key West? Do they have a airport there to support the travel if we are allowed to travel there?
