Theoretically, yes. The rams (the driver's arms) are powered by hydraulic fluid (blood) that's pressurized by a pump (his heart). A central controller (his brain) determines how much fluid and when to send where. And, like most hydraulic systems, when all of the fluid runs out due to a breach in the system (after a crash) , it doesn't work anymore.

Good thing nobody's worried abut safety over there.
