Default Painted or Vinyl Decals?

Good Afternoon, I'm hoping to get some help with figuring out the best way to remove my very dated side decals on my 1998 29' Fountain Fever. Does anyone know if these are painted on the boat or vinyl decals? There are a few spots where it appears they are vinyl, however I have tried to heat gun them off with no avail. I'm hoping to remove them and do something my 2016'ish over the later 90's look.

Any information is greatly appreciated

Most likely painted at the factory. Rub an area will some buffing compound on a rag.
