This guy knows it is not signed, the DPW knows it is not signed and this RICHARD is just the guy to blow the whistle on not signing and I end up with a huge problem. Faking signature at bottom of list. There has got to be a simple resolution available.

Been here before - About 10 yrs ago, I bought motorcycle, with bill of sale but the joker told me he'd have to get a duplicate title (supposedly lost) this went on for a month of me calling him, offering to meet at secretary of state, etc. Turns out he had a lien on it, hadn't paid it off with the proceeds from the sale (used some of the money to pay other bills & thought he could get the title released) & couldn't give me a clean title. I filed in small claims & won as the bill of sale stated "no liens, claims or other encumbrances on title". Court allowed me the choice to give 2 days to produce clean signed off title, or I return the bike & joker pays me back in full. He must have found the money to pay it off, because he provided the title signed, with letter of lien clearance from the bank the second day. I believe the court called it "intent to perpetrate a fraud"
