Wanted to hear from the professionals that work in the industry as to what constitutes an Offshore boat? Is a size, style, power to weight, ext?
Everyone's opinion is welcome ( Just to keep it interesting  )

Not a professional but IMO, 'offshore' refers to a distance from the shoreline of an ocean, sea or bay. It does not refer to an inland lake, a land-locked body of water. or a river. That said, I know there are several inland lakes and waterways that can get as rough and dangerous as the oceans.

Any boat can go offshore in the right conditions. I think it's about the operators ability and knowing the vessels limitations. I've been caught in bad conditions in 22 foot boats and never had a concern about getting back safely. I've also been caught out in larger boats and thought later that it wasn't sensible to be out there.

My closest thing to a definition would be "A balance of boat, operator and weather that ensures safe boating for all those onboard."

How's that for a useless non-committal answer...... :)

Come on, we all know it has to be one of those "cigar" boats!

The depth of the Vee and the quality of the construction, followed by how well it Is rigged

And finally , how well it performs in the rough .

I know the last statement doesn't count anymore because nobody actually takes their offshore boat out in the Rough anymore , other than some Stupid high speed run at Lake of the Ozarks.

22 degree minimum, 24 degree more typical. "Reasonable" freeboard, LOA 28' as a start, V8 power, stainless props, hydraulic steering, no chop strand layup, vinyl ester resins. Those are some basics with exceptions of course.

You know one when you see one...

My humble opinion - the ability to run through or on top of the rough at speed for an extended period of time.

...and stay together. I've seen running hard, but the aftermath wasn't so great.

24 feet and no issue going offshore.
