wheel turns great at all speeds except when docking at slow speeds with both motors in neutral. Slow speed handling is great when at least one motor is in gear (F or R). Wheel locks tight though when both motors are out of gear. all fluids check out, no air in power steering either. boat is a 353. looking for suggestions

That is wierd,something strange in how your steering is set up. Dual ram hyd steering should be COMPLETELY independent of shifting. Do you have the standard power steering pump on the front of the motor?
