No, generally the Bungee Cords around the mids lessen the shock load of leaving and re-entry to the water when its rough. Even the best throttle guys miss the flow now and again and the shock load on the motor mounts and transom are huge if the wave is miss-timed on re-entry. Normally seen on outboards as they are not as solid to the transom and stringer system as would an I/O be. At least this is what I was told years ago at an off-shore race when I asked.
