I dont see shortening the hose doing much...X amount of water goes in to the hose, X amount has to come out the other side, whether its 3 feet or 300....

Not 100 % sure but doesn't the power steering shaft have an Allen head recess in it ? If so you can just loosen the belt and and spin it without taking the pulley off. Makes that part a little simpler at least.
