Maybe some antique outboard race boat ? Low hp (like say 15hp) was quite a thing. May still be ? Do a google search and you’ll see a bunch of small/tiny outboard racers.

I’ve been doing that and coming up empty. The closet thing I’ve found is a Neal hydroplane model from the 40’s

looks like an old kneeler hydro. they are called that because, well, you kneel down in them. most were home built so not sure how to identify it as to who built it. cool wall hanger.
