New Coast Guard Life Jacket Regulation

Default New Coast Guard Life Jacket Regulation

Does anyone have any information regarding the new regualtion passed by the coast guard mandating all people in a boat wear lifejackets? I understand it affects the Mississippi & Missouri rivers but not other inland waters????????????? Since when did an agency of the Military gain the right to enact law? I thought they were supposed to enforce law!
