I would suppose that the boat would have less lift running with the wind but less aerodynamic drag as well. Given that, if a cat ran with then against the wind, you should be able to determine if increased lift or reduced aerodynamic drag produced the higher speed. Taking it one step (not that steps should effect anything
) further, if you took a boat capable of extremely high speeds, you could do the test at various rpms and attempt to determine where aeorodynamic forces overcome lift potential.
