you need to make a sensor with a strobe and a sonalert buzzer
so you guys can get the marina's attention when there's a water problem a simple float switch would work just put it on a block higher than the existing Bilge pump.

I'd certainly give the marina a ration of "****"!! I'm sure you paid to park there, and no one has the sense to notice the thing sitting a little low, and give you a call before its on the bottom???
