Place 3 gallon cone inside 5 gallon cone fill. remove 3 gallon cone and dump. pour 2 gallons remaining to 3 gallon container. hold top of cones level and fill 5 gallon container (only two gallons will fit. You now have 2 gallons in each container.

change a few words to "hold the 3 gallon at the top of the 5 gallon....." and
"untill the water level reaches the top of both"
