Someone earlier posted about bleach and water. I tried it and worked pretty well except I added some soap (simple green) to make it suds up and not run off the material so quick.
Scrub it on, let it sit for awhile then hose it off.
I'd try a test area first.

When done I used armorall or 303 conditioner to protect from UV.

I use Clorox cleaner with bleach sold in a spray bottle available at almost any store. I then follow that with a treatment of vinyl protectant from Meguires. It is great stuff and not greasy like Armor all.

"Awesome Orange" foaming aerosol cleaner has worked well for me. I don't know about scuff marks but this stuff works great on grease and general grime. Here's where I bought it: www.prowax.com/cleaners.shtml

SIMPLE GREEN!

Mix it to whatever strength you want.

Spray 9 and if that doesnt work, soft scrub with bleach, be sure to use the mequires cleaner conditioner afterwards to treat it. You may have to let the soft scrub sit for a while and use a toothbrush if its really bad

i was told by a friend (chemist) not to use clorox becasue it would attack the PVC (vinyl) compound. it gets clean, but the molecules are opened up and dirt gets in that much faster.

don't know if that applies to all chorine based cleaners or not.

IF your vinyl seats are white, I would recommend using Wesleys bleche-white (the stuff made to clean white letters and whitewalls on tires). Avoid the stitching/seams because the bleach or acid or whatever the hell is in there will supposedly "eat" them. I use it all the time on all of my vinyl and follow up with protectant.

Not sure of other products...be careful of abrasive cleaners such as soft-scrub as it could damage the vinyl....a little goes a long ways!
