Going through this problem myself, they haven't got me yet 
Has to be under 90 DB at idle and under 75 DB on plane. If you search for this topic it will comeup, I started it about 2-3 weeks ago, good information in it.

Oh, it's more than 100 bills. And I beleive the municipality that issues the ticket sets the price. In Ottawa county I believe it's $150.
