I don't know about black out, but at that time, there were several people on the Emerald Coast run about to pass out.

I dont think its real... the "blacked out" area is darker than even parts of canada that have no lights... I think its photoshopped.

Extremely bad Photoshop botch job. Whoever did that needs to take Photoshop lessons.
