I would call that selective enforcement. Its illegal to attach anything to an ATON.

Hey atleast they stopped it the first day, due to 2 turtles swimming through the waters.

and on day 2 they missed a Manatee swimming through.

I think there were more Key West police boats, Coast Guard boats. aux CG boats, Harbor patrol boats, some kind of Florida State police. Naked women on safety patrol boats, so there should have been a law enforcement boat race also.
