It doesn't mean it is more efficient though and I think that is the question you are asking.
Boat (a) is more efficient and therefore faster with the same power, however in terms of overall top speed achieved boat (b) wins.
So do you want to buy the fastest boat or the most efficient hull? I guess it depends on who is paying the fuel bill and the engine upgrades

It is just a matter of which hull has sustained the highest speed, regardless of power.
Basically, "Our V-hull has traveled 165mph. Everyone aboard survived. No other V-hull has gone that fast." Hence, the 'fastest' V-hull.

I think it would be a hell of a lot more interesting to do the 'equal length, weight, and power' - type comparison, as it would better serve the needs of the average boater, and drive the manufacturers to actually technically improve their hull designs through research and development.
Oh, well . . . .
