I am a Platinum Powerseller on ebay with a handle of e-advantage.
When looking at feedback, search what items the person is known for selling. Some dishonest sellers, "buy" feedback by selling cheap items until they have a high ranking and then pull a scam once they seem reputable. Also bear in mind the feedback system is not very useful in the sense that it is a two way street and in fear of a retalitory negative feedback, most leave nice or no feedback.
It is difficult to tell someone how you really feel as they will post back in anger. For the most part, as long as you pay with paypal, you as a buyer are well protected. The seller is the risk taker. See www.paypalsucks.com or www.paypalwarning.com
